No Trespassing By the time PCB use was regulated out of existence by the Federal government in 1976, there were 7 million pounds of PCBs in leaky area landfills, 1.3 million pounds of PCBs in the Hudson River, and a similar amount waiting to be discovered in the geology beneath the two plants.
