Fishermen in Boats In 1976, the New York State Department of Environmental Conservation (DEC) banned all fishing in the upper Hudson from the Fort Edward Dam to the Federal Dam at Troy, NY, where the river becomes a tidal estuary. DEC closed the Hudson River commercial fisheries, which had been supporting over 300 families and a host of related businesses, and began issuing advisories about the dangers of eating Hudson River fish.
